It's all up to negotiation and how much they want to push the artist.  It's pretty clear that Aya's management is pushing her very very hard with every opportunity they get (so much so that she collapsed, literally) and that they managed to get a sweet deal out of it last time as it clearly takes more effort on Hey!^3 part to have to organise a life stage for Aya (as far as I know, the rank-in section recording usually takes place on the weekday such as for Nana's case, whereas Aya's took place on a weekend!) thus I simply don't see how mainstream media would go to that sort of trouble of promoting a seiyuu if the management of said seiyuu didn't go begging the station for hosting such a section, as they could easily substitute the PV section with clips from the Haruhi performance, or you know, simply not have Aya as a guest.

Agreed, the hosts are clearly more refrained from their comments.  They're almost apologetic in their approach.
Nana's atire for the night is pretty standard Japanese cute girls' type of fashion, it's also a "safe" choice in her part compared to the frilly dress she wore last time.</description>
